It would probably be possible to create a script creator much like the StarCraft editor where the system is based on a complex "if-then" trigger sequence.

I'm not sure what you have in mind, but an interesting and useful package that produces configuration scripts for Serious Sam is Cromoloy's SeriousScripter.  See:

The whole system is basically C syntax. Together with ifs. See the GLSettings directory, and you'll know most of it.

Slight problem! I don't think my program works in the shipping version of Serious Sam. I'm getting Serious Sam very soon to test it myself, and see if there are any grave changes (I already know about the script-name changing, etc).
