Well, before Fusion, the TSE intro was missing from SSHD altogether, and people theorized that it's because CT wanted to go more serious, and a lot of people accepted that fact. This is similar.

Actually it was the lack of time. Still, people accepted the theory that CT didn't port it because it was too silly.

Okay, so here's my explanation for how things work.

Temporal Field Theory

The Timelock is a device that changes the temporal signature of matter which causes it to pop through time to when the device was originally set. Since it is a temporal change the output location is random and that's why Sam and the various munitions are scattered throughout the world. That is the easy part.

The change in temporal signature is only temporary and requires a lot of energy to keep it stable, which is why all of that power from the underground temples was necessary in BFE. The Timelock uses quantum energy teleportation to send a part of that energy through time to maintain those signatures. Over time as the machine runs out of power the amount of energy sent decreases and the temporal signatures get weaker. These are the points where strange things happen and Sam bounces forward in time in TSE.

And based on this... TTE (SS2Reboot) should take place sometime in the 20th century.

Now to explain the actions of Mental's forces... in TFE when Sam appears in the past it triggers a warning in that part of space where Ugh Zan III is the overseer. This prompts him to send forces to Earth. After his defeat, Mental's forces start heading toward Earth en masse. Each time Sam pops forward in time it gives Mental's forces more time to prepare for him, so that by the time we hit TTE, you have a significant presence of the Horde on Earth and all of the surrounding systems.

Now time being what it is.. looping in nature.. changes always go forward. So if Sam loses in the past then humanity would have long been wiped out by the time we catch up with when Sam enters the Timelock. So he has to win, but once Sam beats Mental that also erases everything in history and puts Sam back to his pre-Mental encounter state. Then he's ready to fight whatever new battles are on the horizon in a universe that has been Mental-free for 4000 years.

The problem with your theory is that the whole point of Sam's mission is to go to Sirius as quickly as possible to kill Mental there. TSE cannot be canon because if Mental already know about Earth, he'd definitely send more troops to wipe mankind out or the Moon crashing there again as soon as Sam left Earth, rendering Sam's mission moot.

Ugh-Zan 3 in TFE died a silent death, that is to say, Mental does not know about the events of TFE as he is still sleeping as seen by him not picking up his phone at the end. By the time Sam reaches the other planets and Mental is awakened, he'd have no idea where Sam came from.

Mental doesn't know about Earth. He is still sleeping, which is why Sam tried to go there and kill him. He crashed back on Earth when his temporal signature weakened and it damaged the ship. Mental may not ever wake up before Sam's temporal signature reverts back to normal, or he could have been woken up by his generals when Ugh Zan died and started toward Earth. Both possibilities work fine with my theory because Sirius is a long way away from Earth.

But Mental is already woken by the time of TSE, since he's directly responsible for sending the stronger enemies (including placing the Exotech Larva and assigning Mordekai to guard the Grail) at you in TSE and also because he picked up the phone at the end.

Sam can't be in two places at once; if Mental is awakened and knows Sam is from Earth, Sam either has to

1. Defend Earth once Mental is awakened thus not being able to go to Sirius

or

2. Go to Sirius at the cost of letting Earth be destroyed because Sam isn't there to defend it from Mental anymore.

If he had to make any of these choices, his mission has already failed because he can't ever reach Mental if he chose the former and there won't be an Earth left to defend if he chose the latter.
