Actually, the idea was there before the ME Reapers.

Like the Reapers, Mental destroys intelligent life and also "rests" between these events. But the key difference is that the ME Reapers leave one scout behind who keeps an eye on civilization's progress every time they rest. Mental wasn't due to awake for a few hundred thousand years, but Sam and his crew accidentally got too close to one of Mental's alarm beacons.

Play my Forgotten City map pack. In Netricsa messages and other places (like the desert area secret) there are references to that old backstory. So obviously I knew the backstory already, and I also knew that the story was written before SS1, and that it was years before ME.
